US Online Casino Reviews: State-Licensed and Offshore

US online casino reviews: the seven live state markets and licensed brands, plus offers, limits and licence facts for four offshore US-facing casinos.

Disclosure We may earn a commission if you use our links. It never changes our ratings or the order of a list. Editorial policy

US online casino reviews on Casino Bros fall into two groups, and we keep them apart on purpose. The first is state-licensed casinos: eight states have legalised online casinos; seven markets are live (NJ, PA, MI, WV, CT, DE, RI); Maine legalised a tribal-only market (LD 1164: became law without the governor’s signature in January 2026, effective 29 Jul 2026) that has not launched (Oct 2026). The second is offshore US-facing casinos, which hold no US state licence and accept players where no state market exists.

Think of this page as the bros’ map of the whole US scene. If you live in one of the seven live states, a casino approved by your state regulator is the only legal choice, and we cover those brands without sign-up links. If you live anywhere else, the offshore list further down shows the four sites we review, with the offers and terms we re-checked from a US connection in October 2026. If gambling stops being fun, call or text 1-800-MY-RESET.

Two Kinds of US Casino Reviews, Side by Side

The difference between the two groups is not the games. It is who stands behind your balance when something goes wrong.

Question State-licensed casino Offshore US-facing casino
Who licenses it? Your state regulator, for example the New Jersey Division of Gaming Enforcement No US state; some name a foreign licence (Panama, Curaçao), some name none
Where can you play? Only while physically inside that state, checked by geolocation Anywhere the site accepts, minus its own restricted list
Minimum age 21 in all seven live states Set by the casino, often 18
Complaints The state regulator can investigate and fine the operator Casino support first; there is no US regulator to escalate to
Apps Official apps in the App Store and Google Play Mobile browser only; real-money apps need a licence where they are used
Self-exclusion Linked to the state’s self-exclusion list Account-level tools only, not linked to state lists
Casino Bros links Reviews only, no sign-up links Reviews plus links to the four sites we cover

Layer 1: State-Licensed Online Casinos

The Seven Live Markets

Online casinos are legalised state by state, and each state runs its own licensing, testing and complaints process. The table shows the regulator that approves online casinos in each live market, the year the first real-money online casino went live there, and the minimum age.

State Regulator Online casino launch year Minimum age What the market looks like
New Jersey Division of Gaming Enforcement (DGE) 2013 21 The largest market: the DGE’s monthly reports list close to 30 internet gaming brands, each tied to an Atlantic City casino
Delaware Delaware Lottery 2013 21 Run through the state lottery for the three racetrack casinos
Pennsylvania Pennsylvania Gaming Control Board (PGCB) 2019 21 Brands authorised under casino certificates; the PGCB lists each site and its start date
West Virginia West Virginia Lottery Commission 2020 21 Brands tethered to the state’s land-based casinos
Michigan Michigan Gaming Control Board (MGCB) 2021 21 Detroit casinos and tribal operators; the MGCB publishes approved sites and a cease-and-desist list
Connecticut Department of Consumer Protection, Gaming Division 2021 21 Limited to the two tribal nations’ online casinos
Rhode Island Rhode Island Lottery 2024 21 A single online casino, run by Bally’s

Maine is the eighth state to legalise online casinos, but its tribal-only market had not launched as of October 2026, so no Maine-licensed casino exists yet. Nevada allows online poker but not online casino games.

State-Licensed Brands We Have Reviewed

Our state-licensed reviews date from before several market changes, so here is where each brand stands in October 2026, checked against regulator records. We do not link to sign-up pages for any of them.

Brand Status (October 2026) States Where we checked
BetMGM Casino Live New Jersey, Pennsylvania, Michigan, West Virginia DGE revenue reports, PGCB website list, MGCB approved list, BetMGM’s own state list
Borgata Online Casino Live New Jersey, Pennsylvania DGE revenue reports; PGCB list (Pennsylvania site live since 24 February 2021)
PartyCasino New Jersey site still online New Jersey nj.partycasino.com; the DGE reports the Party brand under the Borgata licence
Unibet Casino Closed in the US None PGCB: operated in Pennsylvania until 21 June 2024; DGE order: website and apps confirmed shut down in New Jersey

BetMGM. Our BetMGM Casino review covers the largest state-licensed brand we have looked at. BetMGM runs under the Borgata licence in New Jersey and appears in Michigan’s list of approved internet gaming sites. If you are in one of its four states, it is the most widely available brand we have reviewed.

Unibet. We have to be straight with you: Unibet no longer operates any US casino. The Pennsylvania Gaming Control Board lists Unibet as operating from 15 November 2019 to 21 June 2024, and a New Jersey DGE order records that Unibet confirmed its website and mobile apps were completely shut down and that it had ceased internet gaming in the state. Our Unibet review remains online as a record of the brand, but you cannot open a US account there today.

Borgata and PartyCasino. Borgata Online is still live in New Jersey and Pennsylvania. PartyCasino keeps a New Jersey site, and the DGE reports the Party brand as part of Borgata’s online revenue. Neither has a full review on Casino Bros yet.

How to Check Any State-Licensed Casino

  1. Open your regulator’s list. The PGCB publishes every authorised website and app with its start date; the MGCB lists approved sites; the DGE names each brand and its partner casino in its monthly revenue release.
  2. Match the exact domain. Clones copy logos, so compare the web address letter by letter.
  3. Download from the official store. Licensed apps are in the App Store and Google Play under the operator’s name.
  4. Expect a location check. A licensed casino must confirm you are inside the state before every session. A site that never asks is not state-licensed.

Layer 2: Offshore Casinos We Review for US Players

This list is for readers outside the seven live states. None of these casinos holds a US state licence, and we say exactly what each one claims instead. The offers, terms and restrictions below were checked from a US connection on 6 and 7 October 2026.

BetOnline

BetOnline puts a sportsbook, poker room and casino on one account, which is why its welcome offer is a mix: 50% of a first deposit of $10 or more as sportsbook Free Bets, up to $250, plus 100 casino free spins delivered 10 a day for 10 days, with spin winnings capped at $100. Casino bonuses cannot be used on baccarat, roulette, sic bo or craps. Its terms name a Panama licence. It suits players who want sports and casino together and low live-table minimums, from $1 a hand at blackjack.

Wild Casino

Wild Casino keeps it simple: 250 free spins on a first deposit of $10 or more, 25 a day for 10 days, with no rollover on the spins and a $100 cap on spin winnings. Bitcoin payouts have a $20 minimum, no maximum and no Wild Casino fee. Its help centre says it is “legally licensed” but names no regulator, and Michigan lists it among the operators it has sent cease-and-desist letters. It suits crypto players who want quick, uncapped withdrawals.

Slotastic

Slotastic, online since 2009 on Realtime Gaming software, is the only site here with a real no-deposit offer: 50 free spins with code ENJOY50 through our link. No-deposit bonuses carry 60x wagering and a $180 cap on winnings from the spins; deposit bonuses carry 30x on deposit plus bonus with no maximum cash-out, and the maximum bet with a bonus is $10. There are no live dealer games. It suits slot players who want to try a site before depositing.

BoVegas

BoVegas has the biggest headline number: a 250% match on a first deposit of $25 or more, claimable twice up to $5,500, or 300% with crypto. The terms are heavy, with 35x wagering on deposit plus bonus and a maximum cash-out of 25 times the deposit, and standard players can withdraw at most $2,000 a week. It does not accept Michigan residents. It suits patient slot players who read the cashier rules first.

How We Review US Casinos

Every review on this hub, state-licensed or offshore, follows the same order of checks. We weight them by how much damage a failure would do to your money.

  1. Licence and operator. Who runs the site, which regulator stands behind it, and whether the licence appears on that regulator’s own list. For state brands we use the DGE, PGCB and MGCB records; for offshore brands we record exactly what the terms say, including when they name nobody.
  2. State action. We search regulator cease-and-desist lists and press releases. Michigan’s Gaming Control Board, for example, sent cease-and-desist orders to BetOnline and SportsBetting on 28 April 2025.
  3. Withdrawals. Minimums, maximums, weekly caps, fees and processing times, taken from the cashier and terms pages rather than from banners.
  4. Bonus terms. Wagering multiplier and basis, maximum bet, game contributions, expiry and cash-out caps.
  5. Games and software. Which studios supply the lobby, whether live dealers are available and at what stakes.
  6. Player protection. Deposit limits, time-outs, self-exclusion and links to US help services.

We do not publish user star ratings or invented test sessions. When a fact cannot be confirmed on an operator’s or regulator’s own page, we say so or leave it out.

There is no federal online casino licence. Each state decides, and the Supreme Court’s 2018 ruling in Murphy v. NCAA, which struck down the federal ban on state-authorised sports betting, reinforced that gambling policy is largely a state matter. At federal level, the Unlawful Internet Gambling Enforcement Act of 2006 (UIGEA) bars payment providers from processing unlawful internet gambling transactions, which is why US banks often decline card deposits at offshore casinos. In 2021 the First Circuit ruled in New Hampshire Lottery Commission v. Rosen that the Wire Act covers only sports betting.

Most state laws target operators rather than players, but not all. In Washington State, knowingly transmitting or receiving gambling information online is a class C felony under RCW 9.46.240. Several states have also banned sweepstakes casinos, including California (from 1 January 2026), New York (from 8 December 2025), Indiana (from 1 July 2026), Maine (from 29 July 2026), Louisiana (from 1 August 2026) and Oklahoma (from 1 November 2026). Our social casinos guide explains how free-to-play, sweepstakes and real-money sites differ.

Taxes apply whichever route you take. Gambling winnings are taxable income at the federal level and in most states, including winnings from offshore sites, which do not issue tax forms. From the 2026 tax year, only 90% of gambling losses can be deducted, and only if you itemise.

Payments and Withdrawals

At State-Licensed Casinos

Regulated casinos work with US banks and payment firms, so the cashier usually offers debit cards, online bank transfer, PayPal and similar e-wallets, prepaid casino cards and, in many cases, cash at the partner casino’s cage. The account name must match your verified identity, and withdrawals normally go back to the method you deposited with.

At Offshore Casinos

Crypto is the main route, because card deposits are often declined and e-wallets such as Neteller do not serve US players. The table compares the four sites we review.

Casino Minimum deposit Minimum withdrawal Fastest payout route Cap or rule to know
BetOnline $10 for the welcome offer Varies by method Crypto, within 24 hours Deposits must be wagered 1x before withdrawal
Wild Casino $10 by crypto, $25 by card $20 by crypto Bitcoin, within 24 hours, no Wild Casino fee No maximum on Bitcoin; deposits wagered 1x
Slotastic $5 by Lightning Bitcoin, $25 by card Not published on its banking page Bitcoin Large wins may be paid over several weeks
BoVegas $25 for the welcome bonus $100 Crypto $2,000 a week for standard players

A worked example shows why caps matter. Win $20,000 at a site that pays $2,000 a week and the full amount takes ten weeks to arrive, with the unpaid balance exposed to the casino’s fortunes the whole time. At a site with no maximum on Bitcoin payouts, the same win can be requested in one go.

Bonus Maths in One Example

Wagering basis decides what a bonus is worth. Take a $100 deposit at BoVegas with the 250% match: you receive $250 of bonus, so $350 in total. At 35x deposit plus bonus, you must place $12,250 in bets before withdrawing. On a slot with 96% RTP, the expected cost of that wagering is 4% of $12,250, about $490, which is larger than the bonus itself. Wild Casino’s 250 spins, by contrast, carry no rollover, but winnings from them are capped at $100. Our no deposit bonus guide and casino bonus hub run more of these numbers.

Red Flags at Any US Casino Site

  • A site that claims a US state licence but does not appear on that state’s regulator list.
  • No operating company and no licence number anywhere in the terms.
  • Your state regulator lists the brand in a cease-and-desist notice.
  • Different bonus terms on the banner and on the terms page.
  • Identity checks demanded only after a win, followed by repeated requests for new documents.
  • Weekly withdrawal caps far below the deposit limits.
  • Famous slot titles on an unknown domain, which can mean pirated games with altered maths.

Which Route Suits You?

You live in NJ, PA, MI, WV, CT, DE or RI: use a casino on your regulator’s list. You get state oversight, a complaints route and official apps, and you never need an offshore site. Our tracker of new US casino launches shows which licensed brands arrived recently.

You live elsewhere and still want to play: understand that no US regulator protects you, check your own state’s law, and start with an established site with clear withdrawal terms. The newest offshore brands carry the most risk; our new online casinos page explains why. Live dealer fans can compare tables on our live casinos page, and phone players can read our mobile casinos guide.

Play Responsibly

Set a budget and deposit limits before you play, keep sessions short and never chase losses. Offshore casinos are not linked to state self-exclusion programmes, so use their account tools and, if you need a firmer barrier, blocking software on your devices.

FAQ

What are the best US online casinos?

If you live in New Jersey, Pennsylvania, Michigan, West Virginia, Connecticut, Delaware or Rhode Island, the best choice is a casino on your state regulator’s approved list, such as BetMGM in its four states. Elsewhere, the offshore sites we review are BetOnline, Wild Casino, Slotastic and BoVegas, none of which holds a US state licence.

Eight states have legalised online casinos and seven markets are live: New Jersey, Pennsylvania, Michigan, West Virginia, Connecticut, Delaware and Rhode Island. Maine legalised a tribal-only market in 2026 that had not launched as of October 2026.

Is Unibet still available in the US?

No. Unibet operated in Pennsylvania until 21 June 2024, and it confirmed to New Jersey’s Division of Gaming Enforcement that its website and apps there were completely shut down. Our Unibet review stays online as a record of the brand.

Offshore casinos hold no US state licence, so no US regulator supervises them. Most state laws target operators rather than players, but some do not: in Washington State, online gambling can be a class C felony. Check your own state’s law before you play.

What is the minimum age to play at a US online casino?

It is 21 at state-licensed online casinos in all seven live states. Offshore casinos set their own minimum age, often 18, but that does not change what your state allows.

Which offshore casino on this page pays out fastest?

BetOnline and Wild Casino process crypto withdrawals within 24 hours, and Wild Casino’s Bitcoin payouts have no maximum. BoVegas caps standard players at $2,000 a week.

Do I pay tax on online casino winnings?

Yes. Gambling winnings are taxable income at the federal level and in most states, including winnings from offshore sites. From the 2026 tax year, only 90% of gambling losses can be deducted, and only if you itemise.
